Our founder, Steve Wheeler, brings more than 45 years of leadership in law enforcement and criminal justice. He holds a Master of Public Administration degree from Gannon University (graduating with distinction) and a Bachelor’s degree in Criminal Justice from Moravian College. His career includes serving as head of one of Pennsylvania’s largest law enforcement agencies, as a municipal police chief, and as Chief of Investigations for the Pennsylvania Office of Attorney General, where he successfully led the agency to its first accreditation under PLEAC standards.​

Steve’s background is distinguished by extensive professional training, including Penn State’s nationally recognized POSIT, POLEX, and Advanced POLEX police management programs. ​
He has served as a commissioner with the Pennsylvania Law Enforcement Accreditation Commission, a policy board member with MAGLOCLEN, and a gubernatorial appointee to the Deputy Sheriff’s Education & Training Board.​As an educator and trainer, Steve has taught criminal justice at the college level and developed programs that have provided CLE, CME, CLEE, and PMGA credits.
He is a published author on law enforcement issues, a frequent commentator in professional media, and an active member of numerous respected organizations including the International Association of Chiefs of Police, the Pennsylvania Chiefs of Police Association, ASIS International, the Pennsylvania Association of Licensed Investigators, the Florida Association of Licensed Investigators, and others.​Throughout his career, Steve has built a wide network of professional contacts across government and industry, advised high-ranking officials, and testified before the Pennsylvania General Assembly. His reputation as a trusted leader and problem solver underscores SRW Strategies’ commitment to delivering discreet, ethical, and effective support to the legal profession.​
Licensed in both Pennsylvania and Florida. In Pennsylvania, our Private Detective and Private Detective Agency licenses are issued by the Perry County Court of Common Pleas MD-2015-51/52 and in Florida, our Private Investigator and Private Investigations Agency licenses are issued by the Department of Agriculture & Consumer Services, Division of Licensing: A3300018/C3300037. Florida licensing includes reciprocity with Alabama, California, Georgia, Louisiana, North Carolina, Oklahoma, Tennessee, and Virginia for matters with an origin in Florida.
